Mr. Perkins has been practicing as a transactional attorney for over twenty-five years.
Mr. Perkins is a principal shareholder in the firm and also a member of the faculty of the Graduate Tax Program of the Villanova Law School. In that program he currently teaches “The Drafting Fundamentals of Estate Planning Documents” – a course that he developed for the program and which is now required for all those seeking the Program’s Certificate in Estate Planning. In the past, he has taught “Comparative Taxation of Business Entities”, “Federal Estate and Gift Tax”, “Estate Planning”, “Tax Research”, “Taxation of Individual Taxpayers”, “Taxation of Corporations and Partnerships”, “Advanced Tax Accounting”, and “State and Local Taxation.”
Mr. Perkins has taken his knowledge of tax online and is the founder and president of YourOnlineProfessor.net, a Web-based provider of CPE credit for CPAs.

Gibson & Perkins, PC is proud to welcome Walter J. Timby, III to our experienced lineup of attorneys. He brings with him a wealth of experience: after receiving his Bachelor of Arts from Villanova University in 1973 and his Juris Doctorate from the Villanova University School of Law in 1976, Mr. Timby became a member of the Pennsylvania Bar. In 1989, he also became a member of the New Jersey Bar. He is a member of the Philadelphia and Pennsylvania Bar Associations, the Pennsylvania Defense Institute and the Defense Research Institute. Mr. Timby is admitted to practice in the United States District Court for the Eastern District of Pennsylvania and the District of New Jersey, as well as the United States Court of Appeals for the Third Circuit. Well-versed in all aspects of law, he is especially knowledgeable in the realms of litigation and taxation.

Stephen Loester obtained a Juris Doctorate and an LL.M. in Taxation from Villanova University School of Law. While at Villanova, Stephen served as a judicial intern to the Hon. Elizabeth T. Hey, United States Magistrate Judge for the Eastern District of Pennsylvania. He also represented clients in the Villanova Law Federal Tax Clinic, where he represented low-income taxpayers in controversies with the IRS, both before the IRS and in federal court. Stephen graduated from Fairfield University, where he received his Bachelor of Science in Business Management. Stephen is admitted to practice in Pennsylvania and New Jersey. He is a member of the American and Pennsylvania Bar Associations.

Paul is an associate in Gibson & Perkins’ Litigation Department where he represents clients in personal injury, legal malpractice, and general liability matters. The pride he takes in his work is reflected in the results he achieves for his clients. In addition to his trial practice, Paul also works in the area of appellate practice. Paul has argued cases before Pennsylvania’s Supreme Court and Superior Court. While attending law school, Paul served as a judicial extern to the Honorable Henry duPont Ridgely of the Delaware Supreme Court. Paul brings this experience to Gibson & Perkins where has has taken the lead in managing and conducting the firm’s appellate practice. Paul is an active student of history and an advocate for historic preservation. Paul also volunteers as a Board Member for the Delaware County 4-H.
