About us

Dr. Mulligan is an internist with an interest in health policy. His other professional interests include chronic disease management such as diabetes, coronary artery disease, congestive heart failure, hypertension, HIV management, PrEP and PEP, and preventative care. Given Dr. Mulligan’s interest in health policy and social determinants of health, he serves as co-chair of the Health and Public Policy Committee of Utah’s Chapter of American College of Physicians. In May, 2019, he completed a health policy internship with the American College of Physicians in Washington, DC. Dr. Mulligan received a Bachelor of Arts with honors from Johns Hopkins University and completed his Doctor of Medicine degree at the University of Maryland School of Medicine. He completed his Internal Medicine Residency at the University of Utah. He is a member of the American College of Physicians and is a member of the Utah Medical Association.
